NEW DELHI: The Congress Working Committee (CWC) on Tuesday extensively discussed the Lok Sabha polls manifesto, focusing on the party’s ‘nyay’ agenda.
After the CWC meeting, Congress leaders KC Venugopal and Jairam Ramesh said that the party will continue the momentum from the Bharat Jodo Nyay Yatra. The party unveiled five guarantees during the Yatra, with plans in place to spread these promises to the grassroots level.

The Congress manifesto will focus on the 5 ‘nyay’ with 25 guarantees:
Hissedari Nyay:
Under the Hisseri Nyay initiative, the Congress proposed the following:

  • A comprehensive social, economic and caste census to gather vital data.
  • A Constitutional Amendment aims to eliminate the 50% cap on reservations for SC/ST/OBC communities, ensuring equitable access to opportunities has also been proposed.
  • A special budget allocation equivalent to the population share is proposed under the SC/ST Sub-Plan.
  • The resolution of Forest Rights Act claims within a year, was also promised under the Nyay.
  • Scheduled Areas will be designated in all habitations where STs are the predominant group under the Apni Dharti, Apna Raj provision.

Kisaan Nyay:
Under the Kisan Nyay guarantee, Congress is offering comprehensive package aimed at supporting farmers.This includes:

  • Ensuring the Minimum Support Price (MSP) at rates determined by the Swaminathan formula
  • Providing relief through the establishment of a standing loan waiver commission
  • Guaranteeing insurance payouts within 30 days of crop loss
  • Implementing a stable import-export policy for agricultural products
  • Exempting farming inputs from the Goods and Services Tax (GST).

Shramik Nyay:
Under the Shramik Nyay guarantee, Congress proposed:

  • Svaasthya Adhikar initiative which seeks to establish a Right to Health law, ensuring universal access to healthcare services.
  • Shram ka Samman, which entails the implementation of a national minimum wage of Rs 400 per day, encompassing all workers under the MGNREGS.
  • Shehri Rozgar Guarantee aims to introduce an employment guarantee act fostering job security while the Samajik Suraksha program endeavors to provide life and accident insurance coverage for unorganized workers.
  • Under the Surekshit Rozegar initiative, measures have been proposed by Congress to safeguard against the contractualization of employment within core government functions, ensuring stable employment opportunities for citizens.

Yuva Nyay:

  • The Bharti Bharosa initiative aims to generate 30 lakh new central government positions.
  • Pehli Naukri Pakki promises one-year apprenticeships to all educated youth, facilitating skill development and practical experience.
  • Under the Paper Leak se Mukti initiative, Congress commits to stringent enforcement of laws to eliminate paper leaks, ensuring fair and transparent examination processes.
  • Measures to enhance working conditions of Gig workers
  • Yuva Roshni pledged the establishment of a Rs 5,000 crore startup fund.

Naari Nyay:
Under the Naari Nyay guarantee, Congress proposed:

  • The Mahalakshmi initiative with aim to provide Rs 1 lakh per year to one woman in every poor family, ensuring financial stability and support.
  • Aadhi Aabaadi, Poora Haq pledges 50% reservation for women in new central government jobs, fostering gender inclusivity in the workforce.
  • Shakti ka Samman aims to enhance the livelihoods of ASHA, Anganwadi, and Mid-Day Meal workers by doubling the central government’s salary contribution.
  • Adhikar Maitris will be appointed in every village to protect women’s legal rights.
  • Savitribai Phule Hostels initiative seeks to double the number of hostels for working women, providing safe and affordable accommodation options.

After the key CWC meet on manifesto, Congress said in a tweet, “The nation resoundingly calls for change. It is incumbent upon us all to ensure that our Manifesto receives widespread exposure in every state, carrying our commitment to every household across the nation”
Congress President Mallikarjun Kharge and former party leaders Sonia Gandhi and Rahul Gandhi were among the attendees at the CWC meeting, which also saw the presence of other senior leaders such as Ambika Soni, Priyanka Gandhi Vadra, P Chidambaram, Digvijaya Singh, Ajay Maken, and Kumari Selja.
